No constitutional amendment or law that alters an amendment can be enacted during a state of emergency without a referendum vote by the nation's people. Any law passed during a state of emergency can be challenged by a national referendum.

Often in times of chaos unscrupulous politicians attempt to pass extremely unpopular or harmful laws while the general population is distracted, i.e The Patriot Act.
